Facing call drops? PM wants it to be fixed urgently


"The Prime Minister expressed serious concern over the issue of call drops and asked officials as to what steps are being taken to address this problem, which, he said, directly affects the common man."

Prime Minister Narendra Modi has asked officials to address the issue of "call drops" on an urgent basis, saying it directly impacts the common man.
The directions came at a high-level meeting chaired by him on Monday evening in which he reviewed the progress of digital and rural infrastructure, besides connectivity.
"The Prime Minister expressed serious concern over the issue of call drops and asked officials as to what steps are being taken to address this problem, which, he said, directly affects the common man.
"He directed that steps be taken urgently to resolve the problem, and also to ensure that the problems in voice connectivity do not extend to data connectivity in future," an official statement by the Prime Minister's Office today said.
Modi was apprised of the status of mobile connectivity across the country.
He also asked officials to explore the possibility of leveraging existing resources, including railway and other communication infrastructure, to provide mobile connectivity in remote, unconnected areas.
"He emphasised that targets for digital infrastructure should be synchronised with the targets for the Digital India initiative," the statement read.
Also, the Prime Minister sought details from officials on preparations for providing electricity to all unconnected villages in the country within 1,000 days, as mentioned in his Independence Day address.
"He directed the departments concerned to monitor progress towards this goal on a real-time basis," the statement said.
Taking stock of the progress of solar energy related projects, especially with regard to railway stations and airports, he wanted work related to setting up of railway universities to be speeded up.
He also called for priority to be given to road links with Nepal, Bhutan and Bangladesh.
"The Prime Minister said that with enough funds now being provided for infrastructure creation, the onus is on the ministries concerned to ensure these outlays are converted into proportionate outcomes," the statement said.
Vice-Chairman NITI Aayog, Arvind Panagariya, was present at the meeting. Senior officials from PMO, NITI Aayog, and other ministries were also in attendance.

Chief Minister Arvind Kejriwal, who met Prime Minister Narendra Modi on Tuesday, said Delhi would benefit and develop only if the Centre and state work together. Kejriwal, who met Prime Minister Modi at the PMO and was accompanied by Delhi's Deputy Chief Minister Manish Sisodia, had power struggle with the Centre as his main agenda when he met with PM Modi.
"I told the PM that we may have ideological and political differences but for Delhi's growth, the state and Centre need to work together," Kejriwal said after meeting Modi. "In Delhi there are a lot of interference and we might have an ideological difference but we should work together so that Delhi can see progress," Kejriwal added.
Kejriwal said he told the PM that the AAP government will fulfil Swachh Bharat Skill India and Digital India in Delhi, but said that better communication with the Centre is needed to realise them. "I told the PM, we will fulfil your dreams of Swachh Bharat, Skill India and Digital India. We will do the work and you will earn fame when you go abroad. We will make Delhi shine," Kejriwal said.
Since it took power in February this year, Kejriwal's Aam Aadmi Party (AAP) government has been in loggerheads with Lieutenant Governor Najeeb Jung - who represents the Centre in Delhi. Kejriwal said he also discussed the skirmish between Lt Governor Jung and the AAP government with the prime minister. "I told him that in the last six  months at least 25 times our orders were rejected by Lt Governor Jung. This is being done for the first time in Delhi. I told him how the Anti-Corruption Branch was working fine before June 8."
The Kejriwal-led AAP goverment had alleged that the Centre repeatedly attemped to interfere with and hamper the smooth functioning of Delhi's Anti-Corruption Branch (ACB). The appointment of Mukesh Kumar Meena as ACB joint commissioner by Lieutenant Governor Jung had become a major point for power tussle between the L-G and Kejriwal over administrative control.
Deliberating on the tussle with the Delhi Police, Kejriwal said he discussed the matter with the PM. "It seems that Delhi Police is at war with the AAP government. In the transport strike and doctors strike, Delhi Police wanted the strikes not to break down. We have told the PM that. He listened and said that right now he will listen."

भारत में होंगे अगले दौर के नए इनोवेशन


देश को डिजिटल शक्ति से संपन्न और ज्ञान आधारित अर्थव्यवस्था बनाने की दिशा में डिजिटल इंडिया कार्यक्रम उम्मीद जगाता है। यही इसका घोषित उद्‌देश्य भी है। जाहिर है हमने सरकार का चेहरा व लोगों की जिंदगी बदलने की टेक्नोलॉजी की क्षमता को पहचान लिया है।

कई लोगों के लिए डिजिटल इंडिया का मतलब टेक्नोलॉजी का कोई आकर्षक मंच है। समाज के ऊपर के तबकों के लिए इसका अर्थ फेसबुक व ट्विटर हो सकता है- पूरा देश स्मार्टफोन से लगा बैठा है, कुछ ऐसी छवि उनके दिमाग में आती है। किंतु डिजिटल इंडिया का संबंध शासन के मूल आधार को बदलकर रख देेने से है। इसका नागरिक व सरकार और सरकार से सरकार के रिश्तों व कामकाजी व्यवहार में सीधा सकारात्मक असर होगा। सबसे बड़ी बात यह है कि इससे इनोवेशन आधारित अर्थव्यवस्था विकसित होगी। उद्योग जगत का तो मानना है कि अगले स्तर के इनोवेशन और आविष्कार भारत में ही होंगे।
इस बात में कोई संदेह नहीं है कि पिछले 25 वर्षों के आर्थिक उदारीकरण ने संपत्ति और समृद्धि निर्मित की है। इसमें भी कोई विवाद नहीं है कि इससे गरीबों पर पैसा खर्च करने की सरकार की क्षमता भी बढ़ी है। परंतु वास्तविकता यह है कि सरकार से मदद हासिल करने के लिए करोड़ों भारतीय अब भी बहुत ही कमजोर और भ्रष्ट व्यवस्था पर निर्भर हैं। इसके कारण उन्हें दुश्वारियों से बाहर लाकर उनकी पहुंच गुणवत्तापूर्ण, बेहतर जिंदगी तक बनाने की बजाय निराशा का दौर ही लंबा हो रहा है। इस पृष्ठ भूमि में डिजिटल इंडिया की पहली प्राथमिकता टेक्नोलॉजी का उपयोग कर बिचौलियों, दलालों या राजनीतिक मध्यस्थों के बिना सरकार को लोगों तक पहुंचाना है। इसी तरह आर्थिक मदद के कार्यक्रमों को भ्रष्टाचार की भेंट चढ़े बिना लोगों तक पहुंचाना भी इसका मकसद है। व्यापक स्तर पर देखें तो टेक्नोलॉजी से सारे ही नागरिक मंजूरी, सेवाओं या किसी भी अन्य जरूरत (जैसे जन्म-मत्यु प्रमाण-पत्र, राशन कार्ड आदि) के लिए सरकार के साथ व्यवहार कर सकते हैं। वह भी कुख्यात लालफीताशाही की परेशानियों या दलालों का सामना किए बिना।
पिछले दस वर्षों में यूपीए सरकार के कार्यकाल में हुए घोटालों के कारण सरकारों की सफाई राष्ट्रीय संकल्प हो गया है। जैसेकि अर्थव्यवस्था के बढ़ने के साथ सरकार की खर्च करने की क्षमता भी बढ़ी है। इस साल की ही बात करें तो सरकार 13 लाख करोड़ रुपए का उपयोग कार्यक्रमों और व्यावसायिक ठेकों पर करने वाली है। सार्वजनिक संपत्ति या धन को सरकार जिस तरह उपयोग में लाती है, उसमें बहुत कम पारदर्शिता है। यहीं पर डिजिटल इंडिया का दूसरा लक्ष्य सामने आता है- सरकार को ऑनलाइन बनाना ताकि सार्वजिनिक धन से संबंधित सारे फैसले पारदर्शी रखकर उनकी जानकारी लोगों को हो।
ऑनलाइन नीलामी से कितना बड़ा फायदा हो सकता है यह हम टेलीकॉम स्पेक्ट्रम व कोयले की नीलामी में देख ही चुके हैं, जिनसे सरकार को 3 लाख करोड़ रुपए मिले हैं। यह ‘ऑनलाइन सरकार’ राजनीतिक भ्रष्टाचार के सबसे बड़े स्रोत को खत्म कर देती है और वह स्रोत है सरकारी ठेके और सौदें। जैसा की हाल की घटनाअों ने दिखाया है कि कुछ कंपनियों ने सरकारी सूचना तक पहुंचने की अपनी ताकत का उपयोग कर सरकारी नीतियों को प्रभावित किया है और इस तरह फैसले कुछ थोड़े से लोगों के पक्ष में हुए। कुछ कॉर्पोरेट और राजनीतिक-ब्यूरोक्रेटिक हित लंबे समय तक सिर्फ इसलिए फलते-फूलते रहे, क्योंकि सार्वजनिक स्तर पर जानकारी उपलब्ध नहीं थी और लोग अज्ञान के अंधकार में काम करते रहे। डिजिटल इंडिया नीति निर्धारण को न सिर्फ खुले में ले आएगा, बल्कि वह जनता के क्षेत्र में ले आएगा यानी जनता उसका फैसला करेगी। इसके साथ ही कॉर्पोरेट और निवेशकों के लिए राजनीतिक तत्वों से संबंध रखना अप्रासंगिक हो जाएगा। डिजिटल इंडिया के फायदे वास्तविक हो सकते हैं और यह भारत का भविष्य बदल सकते हैं। दुनिया का सबसे बड़ा लोकतंत्र होने और टेक्नोलॉजी में माहिर युवा आबादी के साथ भारत वैश्विक नेतृत्व में महत्वपूर्ण भूमिका निभा सकता है। परंतु इसके लिए सबसे पहले ऐसा ढांचा खड़ा करना होगा कि निवेश तथा उद्यमियों को इनोवेशन और भारत के निजी सेक्टर में भागीदारी का मौका मिल सके। इस साल मार्च में सुप्रीम कोर्ट ने इंटरनेट स्वतंत्रता पर दूरगामी फैसला देकर सूचना तकनीक अधिनियम 2000 की धारा 66ए को खारिज कर दिया। इसके लिए मैंने जनवरी 2013 में जनहित याचिका दायर की थी। इस फैसले के साथ भारत ने डिजिटल रूपांतरण की दिशा में बड़ी छलांग लगा दी।
सब तक इंटरनेट की पहुंच के लक्ष्य पर चलने के साथ सरकार को इस पर भी गंभीरता से विचार करना चाहिए कि वह इंटरनेट आधारित सेवाओं के अपने 1.20 अरब ग्राहकों को सुरक्षा देने के लिए कैसी नीतियां अपनाएगी। नेट न्यूट्रलिटी की तात्कालिक चुनौती से पहले निपटना होगा। विविधतापूर्ण उपभोक्ता जरूरतों और सबतक नेट पहुंचाने के लक्ष्य को ध्यान में रखना होगा। डिजिटल इंडिया की सफलता की कुंजी इसमें है कि सरकार इनोवेशन को प्रोत्साहन देने वाला तकनीकी माहौल निर्मित करे। अगले दशक में तकनीकी इनोवेशन रोजमर्रा के जीवन में इंटरनेट के उपयोग पर केंद्रित रहेगा। इसे ही इंटरनेट ऑफ थिंग्स कहा जाता है। मशीन से मशीन के बीच इंटरनेट के प्रति मौजूदा नीति की दिशा विभाजित है। इस विभाजन को और स्पष्ट करते हुए तकनीकी मंत्रालय और इलेक्ट्रॉनिक व सूचना तकनीक मंत्रालय दोनों अपने स्वतंत्र मसौदे तैयार कर रहे हैं। इसकी बजाय एक व्यापक नीतिगत ढांचे की जरूरत है।
शिक्षा, उद्योग और टेक्निकल समुदाय के विशेषज्ञों के मार्फत नीति तैयार कर इनोवेशन को बढ़ावा देने का लक्ष्य रखना चाहिए। डिजिटल इंडिया अपने मूल दृष्टिकोण में सरकार व नागरिकों की जिंदगी को बदलने में टेक्नोलॉजी को प्रमुख जरिया मानता है। यह अपने आप में हमारे देश के लिए सही दिशा में उठाया गया बड़ा कदम है। जैसा कि प्रत्येक विज़न और सराहनीय उद्‌देश्य में होता है, क्रियान्वयन संबंधी ब्योरे ही उस विचार को बना या बिगाड़ सकते हैं। सरकार के पास अगले 50 माह का समय है कि वह डिजिटल इंडिया को ड्राइंगबोर्ड से उठाकर लोगों की जिंदगियों का हिस्सा बना दे।

डिजिटल इंडिया की क्या हैं 9 चुनौतियां?


सरकार ने इस अभियान के तहत नौ क्षेत्रों को निर्धारित किया है क्या हैं ये नौ लक्ष्य और इन्हें पारा करने में सरकार के सामने क्या चुनौतियां सामने आएंगी? बीबीसी संवाददाता पारुल अग्रवाल ने डिजिटल मामलों के जानकार ओसामा मंज़र से बात की चुनौतियों के बारे में बता रहे हैं ओसामा मंज़र


सरकार का पहला लक्ष्य है ब्रॉडबैंड हाइवे. इसके तहत देश के आख़िरी घर तक ब्रॉडबैंड के ज़रिए इंटरनेट पहुंचाने का प्रयास किया जाएगा.

लेकिन इसमें सबसे बड़ी बाधा है कि नेशनल ऑप्टिक फ़ाइबर नेटवर्क का प्रोग्राम, जो तीन-चार साल पीछे चल रहा है. सरकार को ये समझना होगा कि जब आप गांव-गांव तार बिछाने जाएंगे तो आप उन लोगों को ये काम नहीं सौंप सकते जो पिछले 50 साल से कुछ और बिछा रहे हैं. आपको वो लोग लगाने होंगे जो ऑप्टिक फ़ाइबर नेटवर्क की तासीर समझते हैं.

सरकार का दूसरा लक्ष्य है सबके पास फोन की उपलब्धता, जिसके लिए ज़रूरी है कि लोगों के पास फ़ोन खरीदने की क्षमता हो. ख्याल अच्छा है लेकिन सरकार को ये सोचना होगा कि क्या सबके पास फोन खरीदने की क्षमता आ गई है. या फिर सरकार अगर ये सोच रही है कि वो खुद सस्ते फोन बनाएगी तो इसके लिए तकनीक और तैयारी कहां है?


तीसरा स्तंभ है पब्लिक इंटरनेट एक्सेस प्रोग्राम.

हर किसी के लिए इंटरनेट हो यह अच्छी बात है. इसके लिए पीसीओ के तर्ज पर पब्लिक इंटरनेट एक्सेस प्वाइंट बनाए जा सकते हैं. ये पीसीओ आसानी से समस्या हल कर सकते हैं, लेकिन हर पंचायत के स्तर पर इसको लगाना और चलाना कोई आसान काम नहीं है. इसी के चलते पिछले कई साल से योजना लंबित है.

चौथा है ई-गवर्नेंस. यानी सरकारी दफ्तरों को डिजीटल बनाना और सेवाओं को इंटरनेट से जोड़ने का.
इसे लागू करने का पिछला अनुभव बताता है कि दफ्तर डिजीटल होने के बाद भी उनमें काम करने वाले लोग डिजिटल नहीं हो पा रहे हैं. इसका तोड़ निकालने का कोई नया तरीका ढूंढा है किया सरकार ने?

ई-क्रांति



ये ई-गवर्नेंस से जुड़ा मसला है और सरकार की मंशा है कि इंटरनेट के ज़रिए विकास गांल-गांव तक पहुंचे. मुझे लगता है इस पर सबसे ज़्यादा ध्यान देने की ज़रूरत है.
ई-क्रांति के लिए हमारा दिमाग, हमारी सोच, हमारा प्रशिक्षण और उपकरण सबकुछ डिजिटल होना ज़रूरी है.
अगर हमने सरकार के ढांचे को इंटरनेट से नहीं जोड़ा तो फिर इसके तहत डिलीवरी कैसे करेंगे?
और अगर कर भी दी, तो सही में इसका फायदा लोगों तक नहीं पहुंचता है. इसमें बड़ी धांधली होती है.
सरकार ने अपने लिए छठा लक्ष्य रखा है इंफ़ोर्मेशन फ़ॉर ऑल यानी सभी को जानकारियाँ मुहैया कराई जाएंगी.
लेकिन सवाल उठता है कि एक्सेस टू इंफ़ॉर्मेशन के अभाव में यह कैसे संभव है?
इसके लिए ज़रूरी है अच्छा एक्सेस इंफ्रास्ट्रक्चर होना ताकि लोग आसानी से जानकारियां पा सकें. साथ ही इसके तहत सिर्फ सूचनाएं पहुंचाना सरकार का लक्ष्य है या ज़मीनी सूचनाएं इक्ठठी करना भी है. अगर सिर्फ पहुंचाना मकसद है तो यह गैर-लोकतांत्रिक है.


सातवां लक्ष्य है इलेक्ट्रॉनिक्स उत्पादन का.
इसके तहत उद्देश्य इलेक्ट्रॉनिक उत्पादों के लिए कल-पुर्जों के आयात को शून्य करना है.
यह कभी भी संभव नहीं है क्योंकि पूरी दुनिया चाहती है व्यापार करना.
जहां तक इलेक्ट्रॉनिक्स उत्पादों के उत्पादन का सवाल है तो अभी तक हम इस मामले में शहरों तक ही सीमित हैं और गांवों तक जा ही नहीं रहे हैं.
इसमें नीति और नियमितता की चुनौतियां बहुत ज्यादा है.

रूरल बीपीओ



आठवां है आईटी फ़ॉर जॉब्स. सरकार अगर आईटी क्षेत्र के ज़रिए नौकरियां पैदा करना चाहती हैं तो मेरे ख्याल से हर ब्लॉक स्तर पर हमें रूरल बीपीओ खोल देना चाहिए.
रुरल बीपीओ प्रोग्राम से रोज़गार के अवसर भी बनेंगे, डिजिटाइजेशन और ई-गवर्नेंस भी होगा. ये काम भी पिछले कई साल से लंबित है.
डि़जीटल क्रांति के लिए नौवां स्तंभ है अर्ली हार्वेस्ट प्रोग्राम. इस लक्ष्य को मैं बिलकुल नहीं समझ पाया हूं. मोटे तौर इसका संबंध दफ्तरों और स्कूल-कॉलेजों में विद्यार्थियों और शिक्षकों की हाज़िरी से है, लेकिन सरकार इसके ज़रिए क्या करना चाहती है ये जनना ज़रूरी है.
लेकिन अहम बात यह है कि क्या हम इन नौ उद्देश्यों को पुराने दिमाग से चला रहे हैं. अगर वही ईंट-पत्थर तोड़ने वाले राज-मिस्त्री ज़मीनी स्तर पर इसके लिए काम करेंगें तो क्या काम हो पाएगा?
और अगर हम इसे नई सोच के तहत करना चाहते हैं तो इसके लिए हमें पूरी तरह से नया रवैया अपनाना पड़ेगा.
गांव में डिजीटल तकनीक को लेकर मैंने जो काम किया है उसके आधार पर कह सकता हूं कि अगर सब-कुछ सटीक उस तरह हो जाए जैसा कागज़ों पर दिखता है तब भारतीय परिस्थितियों में इन लक्ष्यों को पूरा होने में कम से कम दस साल लगेंगे.

'Smart Vault' is an example of 'Make In India'

ICICI Bank on weekday launched the primary of its kind, fully-automated digital locker, which can be on the market to customers even on weekends and post banking hours.

Named 'Smart Vault', the locker is provided with a multi-layer security system, together with biometric and PIN authentication and debit cards, among others. Customers will access it with none intervention by the branch employees, ICICI Bank same in an exceedingly statement. "Through the good Vault, we have a tendency to bring a awfully completely different, far more convenient, progressive branch expertise to the purchasers," ICICI Bank MD and business executive Chanda Kochhar same when its launch here.

The 'Smart Vault' is AN example of 'Make In India' programme because it has been designed and made by Indian partners, she said.


Currently, HDFC bank has AN possibility of emergency debit, wherever customers will transfer cash from their accounts to alternative bank accounts inside Bharat post banking hours, on weekends, and even on national holidays. 

"The vault uses robotic technology to access the lockers from the safe vault and allows customers to access their lockers at their convenience," the statement issued by ICICI Bank same.  Asked concerning charges of the digital locker, Kochhar same, "The lockers ar of 3 completely different sizes and charges would rely upon that. Also, the locker charges in several cities would vary looking on the important estate price." 

Launched in urban center, Kochhar same the bank can replicate this digital locker facility to a way larger scale within the days to return.

Google to promote digital literacy in Haryana

Search engine giant Google has entered into a memorandum of understanding with the government of Haryana to promote digital literacy in the state. Google will undertake a digital literacy drive covering internet safety in government schools, and also conduct a similar exercise for government officials. The MoU in this regard was signed in Silicon Valley in the presence of visiting Haryana Chief Minister Manohar Lal Khattar who is leading a high-level delegation on a tour to the US and Canada to attract investments to his state.
"It will not only give a decisive push to our drive to digitise Haryana but also help pace up work," the chief minister said. "The MoU takes us closer to realising our objective of spreading digital literacy and awareness among the people of the state. I am confident that citizens of Haryana are now close to an exciting and empowering digital dawn," he said.

Google India's policy country head Chetan Krishnaswamy said they hope the joint initiatives will bear rich dividends for the state and its citizens as they embrace the internet and help the government achieve its vision. "We are delighted to be collaborating with the government of Haryana in furthering its objective of digitising Haryana through state-wide digital literacy campaigns and helping the different departments in optimising their web assets for mobile platforms," he said.

The Haryana government signed another MoU with Applied Materials, a leading material engineering solutions global in providing to shore up solar skill training and expand the use of solar energy in the state. 

Later at a news conference, the chief minister said his government is creating world class infrastructure in Haryana. "Earlier, there were only four national highways in the state. Now, nine additional National Highways have already been approved. Besides, we shall have a special purpose vehicle for all clearances related to the Railways," he said.

To achieve these objectives, Khattar said the state government recently announced its Entrepreneur Promotion Policy 2015 with key features like ease-of-doing business and single-window system to ensure speedy clearances. A cluster has been created for each kind of industry. As Panipat is home to textile industry, the state government is going to provide special rebate in taxes to ensure sustainability of such units and every grievance of industry will be redressed, he asserted.

Digital marketing to create 1.5 lakh jobs by 2016: Experts


NEW DELHI: About 1.5 lakh jobs are expected to be created in the digital marketing space within a couple of years as more companies tap the internet and the social media platforms to bolster business, say HR experts. 

India is emerging as a digital outsourcing hub for diverse services including online advertising, social media and website design, they said. 


"With both businesses and consumers increasingly shifting their focus to the digital medium, there will be 1.5 lakhs jobs available by 2016," Manipal Global Education Services executive president V Sivaramakrishnan said. 

Going by estimates, around 25,000 new job opportunities are likely this year itself in digital marketing space. 

The rising demand is also spurred by increased use of the internet and mobile phones besides fast growing e-commerce businesses. 

However, the availability of talent is less than demand. "Almost every single brand has put in place a digital marketing strategy and are struggling to hire people to execute the same," Trivone Digital Services founder & CEO L Subramanyam said. 

Reflecting similar sentiments, CareerBuilder India MD Premlesh Machama said there is a dearth of skilled and experienced professionals for digital marketing. 

HR firm Randstad India CEO Moorthy Uppaluri said there has been a huge proliferation of technology that has changed the way companies engage with their clients and employees. 

"Hence, the focus of companies to enter new digital channels of engagement is driving up the demand for digital (marketing) professionals," Uppaluri said.

And they are willing to fight for it – Facebook just launched a campaign in India to defend its Internet.org initiative as a government panel prepares a report on net neutrality.

नई दिल्ली. छोटे शहरों में BPO बिजनेस शुरू करने का अच्छा मौका है। कम्युनिकेशन एंड इन्फार्मेशन टेक्नोलॉजी मंत्रालय ने इसके लिए इंडिया बीपीओ प्रमोशन स्कीम (IBPS) तैयार कर ली है। इसके तहत सरकार कारोबार के लिए शुरुआती कैपिटल का 50 फीसदी तक सहायता देगी। मंत्रालय ने इसके लिए एक्सप्रेशन ऑफ इंटरेस्ट निकाला है। जिसके लिए कंपनियों से 31 अगस्त तक आवेदन करने को कहा गया है। नई योजना से सरकार को करीब 1,5 लाख नौकरियों के अवसर पैदा होने की उम्मीद है।
27 राज्यों में कारोबार शुरू करने का मौका
कम्युनिकेशन एंड इन्फॉर्मेशन टेक्नोलॉजी मंत्रालय द्वारा तैयार की गई IBPS देश के 27 राज्यों में लागू होंगी। लेकिन यह स्कीम केवल उन्हीं शहरों में लागू की जाएगी, जहां पहले से बीपीओ इंडस्ट्री डेवलप नहीं है। स्कीम के दायरे में नेशनल कैपिटल रीजन, बेंगलुरू, चेन्नई, पुणे, मुंबई, कोलकाता, हैदराबाद शहर नहीं आएंगे। इसके अलावा पूर्वोत्तर भारत के राज्य स्कीम के दायरे में नहीं होंगे। ऐसा इसलिए है कि पूर्वोत्तर भारत के लिए अलग से बीपीओ स्कीम तैयार की जा चुकी है। इन शहरों के लिए देश के किसी भी शहर में BPO खोलने के लिए आवेदन किया जा सकेगा।
50 फीसदी तक मिलेगा कैपिटल सपोर्ट
स्कीम के तहत BPO कारोबार शुरू करने के लिए सरकार 50 फीसदी तक कैपिटल सपोर्ट करेगी। जो कि प्रति सीट अधिकतम एक लाख रुपए तक मिलेगी। इसके लिए स्कीम में करीब 18 कैटेगरी बनाई गई हैं। जिन पर वनटाइम इनवेस्टमेंट के लिए 50 फीसदी तक कैपिटल सपोर्ट सरकार देगी।
1.5 लाख नौकरियों के अवसर
मंत्रालय का आकलन है कि देश के 27 राज्यों में करीब 48,300 सीट के अवसर पैदा होंगे। इसके जरिए तीन शिफ्ट के आधार पर करीब 1.5 लाख नौकरियों के अवसर उत्पन्न होंगे। सरकार इस स्कीम के के तहत 12 वीं पंचवर्षीय योजना के तहत कैपिटल सपोर्ट देगी। जो कंपनियां स्कीम का लाभ लेना चाहती हैं, वह 31 मार्च 2017 तक स्कीम से जुड़ सकेंगी।

कौन कर सकेगा आवेदन
स्कीम के लिए कंपनी एक्ट-1956 या नए कंपनी कानून 2013 के तहत रजिस्टर्ड कंपनियां आवेदन की पात्र होंगी। इसके अलावा कंपनी का पिछले तीन साल में कम से कम प्रति वर्ष 5 करोड़ रुपए का टर्नओवर करना जरूरी होगा। साथ ही कोई व्यक्ति किसी ऐसी कंपनी के साथ कन्शोर्शियम बनाकर भी आवेदन कर सकेगा। जो कि 5 करोड़ टर्नओवर की शर्त पूरी करती है। हालांकि कन्शोर्शियम में उस कंपनी को कम से अगले तीन साल के लिए 26 फीसदी हिस्सेदारी रखनी अनिवार्य होगी।

At present, the owners of clubs, restaurants and hotels have to visit the Excise Department's office to get their excise licence renewed.
 "From August 1, the government has decided to make the excise licence process for hotels, restaurants and clubs online. Owners of these entities will not need to visit the department's office for the same from next month," the official said.
 The government said that this step will relieve the licencees from the hassle of making rounds of the department to seek renewal after furnishing various kinds of NOC.
 As per new rules, the applicants won't have to furnish details of linked licence of municipal corporations, Delhi Police and the Department of Tourism at the time of renewal.
 "The government has also decided to renew excise licence without waiting for the renewal of linked licences of police, municipal corporations and Tourism Department.
 "But applicants will have to give details of renewal of such linked licence to the department through online once it is done by other concerned agencies," the official said.
 In its budget 2015-16, the AAP government increased luxury tax from 10 per cent to 15 per cent for all applicable establishments, including hotels.
